Director of Capture & Proposal Management

Job Summary:
This position is responsible for leading, managing, and coordinating all aspects of the proposal development process for federal and Department of Defense (DoD) solicitations. This role ensures the timely and compliant delivery of high-quality proposal submissions, from solicitation analysis through final delivery. In addition to proposal management, this position includes responsibilities for capture planning and execution in coordination with the Business Development team. The ideal candidate will be experienced in identifying and qualifying opportunities, developing capture strategies, and executing activities that improve proposal win probability (PWIN).

Proposal Management:
  • Lead the end-to-end proposal process from RFP release to final submission.
  • Analyze RFPs (Sections L & M) and develop compliant volume outlines and compliance matrices.
  • Author and edit a range of proposal documents including technical volumes, management plans, past performance narratives, quality assurance plans, and supporting manuals and procedures.
  • Facilitate and lead proposal color team reviews (Pink, Red, Gold) to ensure compliance, completeness, and competitiveness.
  • Collaborate with business development, capture managers, and technical subject matter experts to translate complex technical data into persuasive, compliant proposal narratives.
  • Design and edit proposal graphics, charts, tables, and supporting visuals using Microsoft Office and Adobe tools.
  • Maintain a proposal artifact repository including reusable content for management approaches, staffing plans, risk mitigation strategies, and more.
  • Coordinate all contributors, track progress, and manage timelines to ensure timely proposal submissions.
  • Support the development and refinement of proposal templates and process documentation to improve proposal quality and consistency.
Capture Management:
  • Support identification and qualification of new business opportunities within the Federal/DoD market.
  • Develop and execute capture strategies for targeted opportunities, including call plans, solutioning sessions, teaming arrangements, and customer engagement.
  • Gather competitive intelligence, perform SWOT analysis, and assess win themes and discriminators.
  • Lead incumbent staff data gathering and outreach to support pricing strategy and proposal development.
  • Work closely with business development and pricing teams to support price-to-win analysis.
  • Conduct capture gate reviews and maintain updated opportunity status in the pipeline management system.
  • Develop and maintain capture artifacts including Capture Plans, Customer Profiles, and Capability Matrices.

Qualifications:
Required:
  • 7+ years of proposal development and capture experience in the federal/DoD contracting space.
  • Proven experience managing and developing proposals across all volumes (excluding Cost/Price).
  • Strong knowledge of DoD procurement processes, particularly RFP interpretation and compliance.
  • Demonstrated experience with federal capture planning, competitive analysis, and customer relationship development.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project) and Adobe Professional.
  • Strong organizational, communication, and leadership skills.
  • Demonstrated experience in leading teams in a deadline-driven, high-pressure environment.
Preferred:
  • Experience working with proposal automation and collaboration tools (e.g., SharePoint, RFPIO, APTUS, or similar platforms).
  • APMP Foundation or Practitioner Certification.
  • Prior experience with IDIQ/BPA task order proposals.

Education:
  • Bachelor's Degree in Business Administration, Communications, or a related field.
  • An additional six (6) years of relevant proposal or capture experience may substitute for the degree requirement.
